The CRC Future Plans 2006-2010 adopted by its Fourth General Assembly



The CRC Fourth General Assembly, 4-5 August 2006,  gave emphasis to the national society ownership, stronger capacity building for staff in project proposal writing, in reporting and in monitoring and evaluation as means for project sustainability. The recent Assembly adopted a future plan for the next four years striving to complete the implementation of the Strategy 2003-2010 whose ultimate aim is to achieve the status of a Well Functioning National Society. To ensure the success of the strategy, the established Three Year Development Plan 2005-2007 is under revision by key implementers and the .  principal core strategic objectives in the coming four years include:

Strategy 2003-2010 Mid-term Evaluation



Mid-term evaluation of the Strategy 2003-2010 and the Three Year Development Plan implementation will provide results which will form the basis for the Strategic Review and for the 2008-2010 Development Plan.

Organizational Development at the NHQ and Branch


Organizational Development will focus on strengthening governance and management to ensure the capacity in ownership:
  
     · For governance:    To strengthen and enhance leadership skills at all levels so that ownership will be enhanced.           
            
     · For management:  To enforce the application of the Cooperation Agreement Strategy so that CRC will take the lead in its        cooperation with partners.  Additionally, to strengthen cooperation with authorities at all levels and organizations beyond the           Red Cross for project implementation.

       To enhance trust and confidence from everyone by surveying public perception; to continue the strengthening of financial        management, the monitoring and evaluation (and internal audit), the effective implementation of legal documents and to take into        account recommendations given by people from all walks of life.

Uniting to continue promotion of the Movement’s principles and humanitarian values



       Participation by all projects/programs is very important in ensuring effectiveness and success in this area of activity in order to        develop more community projects, which are crucial for releasing people’s sufferings and promoting humanitarian values.         Consequently, the strengthening of the Red Cross Volunteer network is critical.

Strengthening all aspect of work to ensure sustainability of projects/programs and existing activities


       This is the streamlining of all programs/projects so that they can support each other, and in sustaining the activities and in         replication to other target areas. It is therefore important that every project/program manager has adequate capacity to absorb        donor support and in designing program activities so that the needs of those who call for help can be gradually addressed.

· CRC was established in 1955.

· In 1960, CRC was admitted as a Member of the IFRC but during the Khmer Rouge Regime, it was left vacant.

· 
In 1994, CRC was reinstated to the Federation.

· The First Term was held by Princess Norodom Marie Ranariddh.

· The Second and Third Terms were held by Madam President Bun Rany Hun Sen, Current President of CRC.

· 
Her Majasty Queen Norodom Monineath Sihanouk has resided as Honorary President since 1994.

· In 2002, Two Royal Decrees were signed by His Majesty the King.

· In 2003, CRC developed a Strategy 2003 - 2010.
