The 6th CAMBODIAN RED CROSS GENERAL ASSEMBLY(Continuous)

In the morning of 07th August, the Sixth Cambodian Red Cross General Assembly started continuing its work at 7:30 following the planed programme and agenda. The General Assembly vigorously discussed on the two reports presented in the afternoon of 06th August as a result of providing support, agreement and adoption of the essence of two reports and is proud of Cambodian Red Cross’s achievements at the National Headquarters and branch levels with the commitment and great effort to achieve successfully in this new term of office.

The General Assembly acknowledged the great achievements made by the Cambodian Red Cross both at the National Headquarters and branches which exist from the great effort with high responsible spirit of governance body, management team, members, Red Cross Volunteers, youths at all levels through out the country. With the auspicious support from the His Majesty the King and the Queen Mother of the Khmer Nation, NORODOM MONINEAHT SIHANOUK, Honorary President of the Cambodian Red Cross, especially encouragement and support in spirit and materials from the Royal Government of Cambodia, having Samdech Akka Moha Sena Padei Tech HUN SEN as Prime Minister of the Kingdom of Cambodia and from cooperation partners both in and out country.

The General Assembly vigorously discussed on the Cambodian Red Cross’s activities which were implemented in the fifth term of offices by focusing on analyzing the strength, experiences and weakness in order to put directions for the 6th term of office and the Cambodian Red Cross Strategy 2011-2020.

The General Assembly also unanimously agreed and adopted on the financial report in the 5th term of office and budget planning for the 6th term which in the report clearly indicated about transparency and accountability of the management and utilization of funds that the National Societies received from all sources for its cross-cutting activities which is a mechanism to ensures warmest confidentiality among donors and philanthropies both in and out country.

Meanwhile, this General Assembly provided recommendations and suggestions to the Cambodian Red Cross to pay attention and push ahead with some works such as: 1). To strengthen and define clearly role of the honorary committee, branch committee and executive management body to complementary fulfill to ensure solidarity, unity and cooperation to uphold capacity and effectiveness of performances of each branch in delivering humanitarian services to vulnerable people in its respective territory; 2). To continue implementing guideline on branch development through decentralization and de-concentration which need to be done step by step based on the capacity and ability, especially human resource development and branch finance itself.

After Lok Chumteav Anny Sok Ann, Vice-President of the Cambodian Red Cross, informed to end the fifth term of office of the Central Committee, election committee for selecting the Sixth term of office of Central Committee started the election process under the attentive glance of national and international observers.

As a result of the General Assembly, the Sixth term of office of the Cambodian Red Cross General Assembly has 25 members and 3 secondary members. The Central Committee of the Cambodian Red Cross has a governance role, management and provide support and encouragement to executive management body and all levels of Cambodian Red Cross in line with the General Assembly stated directions and strategy to make the Cambodian Red Cross become the leading humanitarian organization in the country in response to the needs of the vulnerable people on time with effectiveness.

The General Assembly wrapped up its second day at 12:00.

The 6th GENERAL ASSEMBLY OF THE CAMBODIAN RED CROSS

In the afternoon of the 6th August 2014, at the Chaktomuk Conference Hall, the Cambodian Red Cross open its 6th General Assembly with the Royal Patronage of His Majesty Preah Bat Samdech Preah Boromneath NORODOM SIHAMONI, King of Cambodia with participants from 162 official members and 418 national international guest of honor as observers. The observers are deputies prime minister, senior ministers, ministers and representatives of membership from government ministries/institution, the delegates from the ICRC and the International Federation Regional Delegations, the Cambodia based participating national societies, the National Red Cross Societies from ASEAN Countries, representatives from ethnic minorities, diplomatic mission, international and non-governmental organization, the 25 branches, members, volunteers and youth of the Cambodian Red Cross, whose presence has made the opening ceremony meaningful and solemn.

Samdech Kittipritthbindit Bun Rany HUNSEN gave her welcome remarks and extended her profound gratitude to His Majesty the King for giving the greatest honor to preside over the opening of the Sixth Cambodian Red Cross General Assembly and to national and international distinguished guests who attended the session Samdech Kittipritthbindit, delivered to His Majesty the King and the General Assembly members the summary report about the development and the key achievements that the Cambodian Red Cross has achieved during the fifth mandate concerning the four core areas which include:

  1. Promotion of the Movement's Fundamental Principles and Humanitarian Value
  2. Disaster Management
  3. Health Education and Health Care in the Community
  4. Organizational Development and Resource Development and Directions for the Sixth mandate. 

Samdech Kittipritthbindit, prayed that all the triple jewels of Buddha, sacred spirits in the world, Gods looking after the white parasol, power of the former Khmer Kings and Queens give all the best wishes to His Majesty the King of Cambodia, Their Majesties the King Father and the Queen Mother of Cambodia, for their personal good health to kindly take care of their people as children, grand children and great-grand children in the Kingdom of Cambodia.

In the opening of the General Assembly, His Majesty the King of Cambodia delivered a meaningful speech that the General Assembly can use it as guidance to define the strategy and direction for the upcoming 6th mandate. In the mean time, the General Assembly has the great honor to receive the Royal message from Queen Mother of the Khmer Nation, NORODOM MONINEATH SIHANOUK, the honorary president of the Cambodian Red Cross, to congratulate the 5th Cambodian Red Cross General Assembly with great appreciation of the General Assembly process. The General Assembly expressed profound thanks to His Majesty the King and Queen Mother of the Khmer Nation, NORODOM MONINEATH SIHANOUK, the honorary president of the Cambodian Red Cross, who presented Royal donation worth 15,000 USD to the Cambodian Red Cross to support the CRC's activities. At the end of the opening ceremony, His Majesty the King of Cambodia had the pleasure to take souvenir picture with CRC members and other personalities as well as to have a look at the photo exhibition of the Cambodian Red Cross Humanitarian Services.

After that, the General Assembly started session under the Chairmanship of Samdech Kittipritthbindit Bun Rany HUNSEN with the planned program and agenda, in which three main reports were presented to the General Assembly:

  1. Four Year Activity Report (2010-2014) and directions for the sixth term;
  2. Four Year Financial Report (2010-2013) and Budget Plan for the sixth term;

The General Assembly wrapped up its first day session at 19:00 pm.

THE EXTRAORDINARY GENERAL ASSEMBLY OF THE CAMBODIAN RED CROSS

In the morning of 6th August 2014, the Cambodian Red Cross (CRC) held its Extraordinary General Assembly at its National Headquarters in Phnom Penh led by Samdech Kittipritthbindit Bun Rany HUNSEN, President of Cambodian Red Cross. According to Rule 8 of the CRC Statutory Texts stipulating that the Assembly shall be chaired by the President of the Cambodian Red Cross,  the Extraordinary General Assembly was open and chaired by President of the Cambodian Red Cross. The Assembly was attended by 162 official members, who are representatives of the branch committees from the 25 capital and provincial branches throughout the country, the representatives of the CRC membership from government ministries, institutions, and 105 observers from the Head of the ICRC Regional Delegation, the Acting Head of the International Federation Regional Delegation, staff at the national headquarters, the branch directors, representatives of volunteers and youth from the 25 provinces.

There are two important topics in the agenda of the Extraordinary General Assembly:

1. Discussion and Adoption of the draft amendment to the Statutes and the Rules of Procedure;

2. Discussion and Adoption of the composition of the candidates contesting members of the Central Committee and Secondary Members (Governing Board) for the Sixth Term of Office.

For the first topic of the agenda, the Assembly discussed and unanimously adopted the amendment to the Statutes and the Rules of Procedure paralleled with national context to the good governance and effective management, especially updated to the Cambodian Red Cross structure with adding permanent vice president, election procedure with adding a Cambodian Red Cross youth Assembly and sub-branch Assembly. Relating to the second topic of the agenda, the Extraordinary General Assembly discussed and adopted the list of 25 candidates contesting members of the Central Committee and 3 secondary members, whose profile are diversified in terms of religions, beliefs, political tendency, occupations, especially, gender and There is also one representative of the Red Cross Youth.

In That occasion, Samdech Kittipritthbindit Bun Rany HUNSEN, President of Cambodian Red Cross said “What the Cambodian Red Cross would like to amend is concerning to National Context not in pact to the Statutes ” as well as updated for Cambodian Red Cross basic development not only contributing to consolidate the power of Red Cross Red Crescent Movement but also to consolidate National solidarity and humanitarian power with assistance the  vulnerable are increasing.

Relating to the number of candidates, Central Committee members and second member of the sixth term,  Samdech Kittipritthbindit Bun Rany HUNSEN, President of Cambodian Red Cross raised that starting our good experience from the arrangement of the fifth term of the central committee candidates including high dignitaries, senate , national Assembly, Royal government businessmen and local authorities creating a governance  with potential and high responsibility joint in humanitarian action.   

The Extraordinary General Assembly adjourned its session at 11.30 with unanimous adoption of the two important topics of the agenda, which has made CRC well prepared to its 5th General Assembly to be held from the afternoon of 6th to 7th August 2014 at the Chaktomuk Conference Hall, Phnom Penh.

Closing Ceremony of THE 3rd YOUTH ASSEMBLY OF THE CAMBODIAN RED CROSS

After the morning session, at 15:30 on 5th August 2014, the 3rd Cambodian Red Cross Youth Assembly closed under the high  presided over  by Samdech Kittipritthbindit Bun Rany HUNSEN, President of the Cambodian Red Cross.

In the closing, Lct  Pum Chantinie, CRC Secretary General delivered summary reports on the process and outcome of the assembly and highly appreciated the efforts and participation with high responsible spirits in dramatic experience-exchanges from assembly members, which has led assembly to successful and proud results.

H.E Pith Chamnan, Youth representative in the 6th Central Committee member to clarified his commitment for consolidating CRC youth capacities to meet the need of communities and to manage effectively in the branches through implementing centralization and decentralization and also consolidate CRC youth will by starting from youth humanitarian heart into youth who have moral and discipline as well as knowledge and skill in building peace and development Cambodia territory.         

With closing assembly, Samdech Kittipritthbindit Bun Rany HUNSEN, President of the Cambodian Red Cross delivered meaning speech by high appreciating and evaluating a one day of the result of the 3rd youth assembly. From 25 province representatives, Samdech Kittipritthbindit appreciated and thanked to the high responsibilities of the youth who spend their precious time assisting vulnerable people in schools, youth clubs and communities and from day to day, Cambodian Red Cross youth appreciated and supported from all walk of life.

THE 3rd YOUTH ASSEMBLY OF THE CAMBODIAN RED CROSS

In the morning of 5th August 2014, the Cambodian Red Cross (CRC) held its 3rd Youth Assembly at its National Headquarters in Phnom Penh will preside over  by Lok Chumteav Anny SOK ANN, First Vice President of Cambodian Red Cross. H.E Pith Chamnan, Cambodian Red Cross Central committee member lead 1 day of the General Assembly. The Assembly was attended by 169 official members, who are representatives from the 25 provinces and the representatives of the youth adviser and Red Cross Youth club. 105 observers and National and International guests including representatives from International Federation, ICRC, staff at the national headquarters, the branch directors, representatives of volunteers and youth from the 25 provinces. 

 According to CRC Statutory charter4, Article 14, paragraph C on the central committee candidate stipulated that a central committee member is selected by Cambodian Red Cross Youth Assembly in line with central committee term. The aim of the assembly is to select Youth representative as a Cambodian Red Cross central committee member of the 6th term.

For the agenda 1 is that to give the representatives from all branches the opportunity to change their ideas and experiences, especially review the Red Cross Youth achievement from 2010-2014 and plan to the next. The agenda 2 is that base on the real actions at provinces, Red cross Youth club and communities and adoption on the draft amendment of youth policy for promoting them as human recourses and core power of the Cambodian Red Cross in helping victim and vulnerable people. The agenda 3 is that the selection a  youth representative as a Cambodian Red Cross central committee member of the 6th term as a voice of Cambodian Red Cross youth interest for 25 provinces.

The morning session of the 3rd youth assembly ended at 11.30 with unanimous adoption of the three important topics of the agenda and will select a  Red Cross youth representative as a Cambodian Red Cross central committee member of the 6th term automatically.
